Китайская корпорация построит жилой микрорайон в Приморье
Соглашение о совместной реализации проекта строительства микрорайона во Владивостоке подписали представители ЗАО «Новый город» и ООО «Строительная корпорация «ХунчжэнПромстрой». Церемония подписания прошла сегодня, 16 августа, в китайском Чанчуне по итогам встречи Губернатора Приморья Владимира Миклушевского с представителями корпорации.
Отметим, предварительно договоренность о сотрудничестве с президентом корпорации Сы Лянчжэном была достигнута в июле в ходе визита китайской делегации в Приморье. Партнера в регионе китайским бизнесменам помогло найти Инвестиционное Агентство Приморского края.
« Предмет соглашения – строительство жилого микрорайона в районе “Зеленый угол” во Владивостоке. Предполагается создание совместного предприятия для реализации проекта с размером уставного капитала 333 миллиона рублей», – сообщила в ходе встречи заместитель руководителя Инвестагентства края Елена Яскевич.
Президент корпорации Сы Лянчжэн отметил, что строительство жилого микрорайона в Приморье станет первым шагом компании на российский рынок.
« В начале нас беспокоило, что это другая страна, но, пообщавшись с вами, мы поняли – у нас общие интересы. Тем более, что вы нас так поддерживаете. Мы готовы связать свой бизнес с Приморьем», – подчеркнул глава китайской стороны.
Владимир Миклушевский акцентировал, реализация проекта будет означать новый этап развития Владивостока.
« Строительство микрорайона – новый этап в развитии города, включая дороги и транспортную инфраструктуру. Готовы включаться вместе с городскими властями в процесс обеспечения части этой инфраструктуры, а также социальной – школ, больниц, детских садов», – подчеркнул глава Приморья.
Губернатор также акцентировал, руководство региона заинтересовано в снижении стоимости квадратного метра жилья.
« Наши желания по поводу нового микрорайона совпадают. Мы хотим построить здесь недорогое и качественное жилье. Стоимость квадратного метра будет определена после разработки эскизного проекта микрорайона и домов эконом- и бизнес-класса», – отметил Владимир Миклушевский.
Глава региона, со своей стороны, предложил корпорации рассмотреть возможность участия в реализации на территории Приморья федеральной программы «Жилье для российской семьи», подразумевающей строительство жилья эконом-класса. Стоимость квадратного метра по ней не может превышать 35 тысяч рублей, но при этом государство дает застройщику еще 4 тысячи рублей для строительства сетей. Пример успешной реализации программы уже есть – недавно сдан первый микрорайон в Уссурийске.
« Проект, как это было в Уссурийске, реализуется в комбинированном формате: часть квартир реализуется по схеме программы, часть как коммерческое жилье, часть – для переселения приморцев из аварийного фонда и часть – для детей-сирот. То есть определенное количество квадратных метров застройщик гарантированно продает государству. Мы были бы заинтересованы в таком варианте развития проекта. Программа поддержана Президентом РФ, она пользуется большой популярностью среди населения. Поэтому проблем с реализацией жилья экономического класса не возникнет», – заявил Губернатор.
По итогам встречи представители компаний Приморья и провинции Цзилинь подписали соглашение о сотрудничестве.
Справочно: Корпорация «Хунчжэн» создана в 2007 году, основная деятельность компании включает в себя шесть направлений: строительство объектов недвижимости, строительство инфраструктуры и объектов ЖКХ, туризм и рекреация, органическое сельское хозяйство, управление недвижимостью, консалтинг в сфере покупки недвижимости.
Во время своего первого визита в Приморский край 15 марта 2016 года «Хунчжэн» проявила интерес к сопровождаемому Инвестагентством проекту строительства микрорайона «Новый город» во Владивостоке.
14 июня 2016 года в рамках 27-ой международной Харбинской торгово-экономической ярмарки прошла встреча вице-губернатора Приморского края Сергея Нехаева с президентом ООО «Строительная корпорация «Хунчжэн Промстрой» Сы Лянчжэном.

A CHINESE CORPORATION TO BUILD A RESIDENTIAL ESTATE IN PRIMORYE
The representatives of JSC “Noviy Gorod” and LLC “Construction Corporation “Hongzheng Promstroy” signed an agreement on a joint project of building a residential estate in Vladivostok. The signing ceremony was held today, August16, in the Chinese Changchun after a meeting of the Governor of Primorye Vladimir Miklushevskiy with the representatives of the corporation.
It should be noted, that a preliminary agreement on cooperation with the president of the corporation Si Lianzheng was reached in July during the visit of the Chinese delegation to Primorye. Investment Agency of Primorskiy Territory helped the Chinese businessmen to find a partner in the region.
“The subject of the agreement is the construction of a residential district near the “Zeleniy Ugol” in Vladivostok. It is expected to create a joint venture for the project with the size of the authorized capital of 333 million rubles,”- the deputy head of the regional Investment Agency Elena Yaskevich said during the meeting.
The president of the corporation Si Lianzheng noted that the construction of a residential estate in the Primorye will be the first step of the company at the Russian market.
“At the beginning we were concerned that this is a different country, but after talking with you, we realized - we have common interests. Especially because you are so supportive. We are ready to connect our business with Primorye,” - the head of the Chinese delegation stressed.
Vladimir Miklushevskiy underlined that the project will mark a new stage of development of Vladivostok.
“The construction of a residential estate is a new stage in the development of the city, including roads and transport infrastructure. We are ready to be involved together with the city authorities in the process of providing part of the infrastructure as well as social facilities - schools, hospitals, kindergartens,”- the head of Primorye said.
The Governor also stressed that the regional authorities are interested in reducing the cost of housing per square meter.
“Our plans on the new estate are the same. We want to build a low-cost and high-quality housing. Cost per square meter will be determined after the development of conceptual design of the estate and the economy and business class houses,” - Vladimir Miklushevskiy noted.
The head of the region in his turn suggested the corporation to consider participation in the implementation of the federal program “Housing for Russian family” in the territory of Primorye, which implies the construction of economy-class housing. Cost per square meter on it may not exceed 35 thousand rubles, but at the same time the state gives the developer an additional 4 thousand rubles for the construction of networks. They already have an example of successful implementation of the programs - the first district in Ussuriysk has been recently opened.
“The project, as it was in Ussuriysk, is sold in a combined format: some of the apartments are sold according to the scheme of the program, another part as a commercial housing, some are designed for the relocation of the citizens from dilapidated houses, and a part for orphans. Thus a certain number of square meters of the developer is guaranteed to sell to the state. We would be interested in this version of the project. The program is supported by the President of the Russian Federation, it is very popular among the population. Therefore, problems with the retailing of economy-class housing will not occur,” - the Governor said.
Following the meeting the representatives of the companies of Primorye and Jilin Province signed a cooperation agreement.
For reference: “Hongzheng” Corporation was created in 2007, the main activity of the company includes six areas: construction of real estate, construction of infrastructure, housing and communal service facilities, tourism and recreation, organic farming, property management, consulting in the field of real estate purchase.
During their first visit to the Primorskiy Territory on the 15 th of March, 2016 “Hongzheng” expressed interest in the project of Investment Agency on construction of a district “New Town” in Vladivostok.
June 14, 2016 in the framework of the 27th Harbin International Economic and Trade Fair a meeting of vice-governor of Primorye Sergey Nekhayev and the president of “Construction Corporation “Hongzheng Promstroy” Si Lianzheng was held.
